Whoever this person is, awesome Cosplay!
She actually made the whole thing herself, amazing!! We talked for a while and she told me about how she had to do it all by hand otherwise the fabric would snag. As well as the little sequence bits on her dress. I have no idea who this character is or from what game, anime etc.. so I will call her Blue Lady :3
